Paris is trying to convince signatories of the Joint Comprehensive Plan of Action to work out a new deal with Tehran, retaining the arrangements of the JCPOA while creating a more complete document which all parties, including the US, can agree on. Senior Iranian lawmaker Hossein Naghavi-Hosseini told Sputnik why the French idea is unacceptable.<\/p>\n<\/div>\n

“Iran is ready to\u00a0participate in\u00a0the negotiations process for\u00a0the existing JCPOA, but\u00a0only in\u00a0the framework of\u00a0a discussion on\u00a0its implementation, and not on\u00a0its adjustment or the introduction of\u00a0some new points to\u00a0the signed documents,” Naghavi-Hosseini said, speaking to\u00a0Sputnik Persian.<\/p>\n

The Iranian parliament’s JCPOA commission head emphasized that “the only subject of\u00a0negotiations between\u00a0the Islamic Republic of\u00a0Iran and the three European signatories of\u00a0the JCPOA is how ready they are to\u00a0guarantee the fulfilment of\u00a0their obligations under\u00a0the agreement, and guarantee compensation to\u00a0Iran for\u00a0the damage Tehran will incur due to\u00a0US sanctions.”<\/p>\n

Naghavi-Hosseini, who also serves as\u00a0spokesman for\u00a0the Iranian parliament’s National security and Foreign Policy Commission, noted that there would not be any JCPOA 2.”If the [Western European] signatory countries are ready to\u00a0provide guarantees, the JCPOA will be implemented. Otherwise, the Iranian government will have to\u00a0implement the law adopted by\u00a0the parliament; but\u00a0we will not conduct any new negotiations on\u00a0any ‘new JCPOA’ with\u00a0the US and the Europeans. We’ve already held negotiations once, an international agreement was reached; therefore, everyone is obliged to\u00a0fulfill their obligations under\u00a0this document. If this doesn’t happen, what would be the point of\u00a0any more negotiations?”<\/p>\n

Hossein Sheikholislam, who served as\u00a0a key advisor to\u00a0Iranian Foreign Minister Javad Zarif during\u00a0the most difficult moments of\u00a0the JCPOA talks, echoed Naghavi-Hosseini’s sentiment. “France’s unilateral initiative is just a product of\u00a0its imagination. In reality, Iran will never go beyond\u00a0the format of\u00a0the negotiations it conducted with\u00a0the 5+1 group. There will be no other talks,” he stressed.<\/p>\n

Hidden Support for\u00a0Trump?<\/strong><\/p>\n

Alexander Azadegan, geopolitics professor and editor-in-chief of\u00a0the ImperiaNews website, told Sputnik that France’s ‘new JCPOA’ initiative looks less like\u00a0an attempt to\u00a0save the Iran deal and more like\u00a0an effort to\u00a0show solidarity with\u00a0Washington. The departure of\u00a0French companies from\u00a0the Iranian market is a vivid example of\u00a0this, he said.<\/p>\n

“Let’s take Peugeot, which has already betrayed the JCPOA. According to\u00a0an official statement by\u00a0Groupe PSA, which owns Peugeot, Citroen and DS, the activity of\u00a0all the brands of\u00a0this group will be suspended in\u00a0Iran beginning August 6, 2018. Obviously, the purpose of\u00a0this demarche is to\u00a0support the sanctions the US government is introducing,” Azadegan explained.<\/p>\n

Today, the observer noted, “all political circles in\u00a0Iran, from\u00a0the conservatives to\u00a0the reformists, understand perfectly well that the main idea of\u00a0the US and its partners, like\u00a0France, is to\u00a0put Iran in\u00a0a new round\u00a0of talks, which has the goal of\u00a0regime change in\u00a0the Islamic Republic, similarly to\u00a0how this happened in\u00a0some Middle Eastern countries. But Iran will never accept this.”<\/p>\n

Europe, Azadegan added, is now trying to “buy time” for\u00a0the JCPOA, to\u00a0hobnob with\u00a0Tehran while avoiding harsh US sanctions, and to\u00a0drag Iran into\u00a0an “economic trap” through\u00a0the withdrawal of\u00a0its companies from\u00a0the Iranian market. “But Iran will never allow its security and territorial integrity to\u00a0be compromised,” he said. In this sense, Azadegan noted that Paris’s initiative for\u00a0a new JCPOA looks foolish, and more like\u00a0a PR move for\u00a0the public than\u00a0realistic policy.<\/p>\n

French President Emmanuel Macron proposed a ‘new Iran nuclear deal’ to\u00a0President Trump shortly before\u00a0the latter unilaterally withdrew the United States from\u00a0the JCPOA agreement last month. The new deal reportedly talked of\u00a0curbing Iran’s “regional ambitions,” as\u00a0well as\u00a0its ballistic missile program.
